SUMMARY
Reproducible on both Arch Linux (Plasma 5.18 beta) and Neon unstable edition.

STEPS TO REPRODUCE
1. right click on clipboard icon in systray, click on "Configure clipboard..." 
2. click on Actions" or "Shortcuts" sections in the left side
3. position cursor on top of "General" section (notice that no mouseover effect
occurs if global theme is Breeze) and click: nothing happens
4. hover over "General" label and click: now the mouse click takes effect


EXPECTED RESULT
mouse click on "General" section always works

Can confirm it. Seems that the upper half of the "General" icon is unclickable.

I hope someone has an idea.
