Discover's purpose is to fetch and present remote resources. Without an active internet connection, what is it that you would like to do with Discover? Please provide the requested information as soon as possible and set the bug status as REPORTED. Additionally, if it needs 30 minutes to "discover" that there is no connection, then there is a bug that needs to be fixed. General network timeouts are configurable in System Settings.
