SUMMARY
...But not over panel(s) or widgets (wallpaper area only). Cursor theme is set to Breeze and all apps respect this setting. (It does sometimes change to Breeze Light but that is another bug)

it seems duplicate of bug 414109

Following that bug report to 382604 it says that restarting Kwin or re-login-ing fixes this issue but it does not.

That's why I have  just reopened bug 414109.
