SUMMARY
Clicking on the "Update" button on the updates available notification from Discover doesn't open anything.

STEPS TO REPRODUCE
1. Have updates available and a notification sent
2. Click on the update button in the notification

OBSERVED RESULT
Nothing happens

EXPECTED RESULT
Discover opens to the updates page

Does Discover open normally from other means? E.g. using the application launcher, from KRunner, or when running `plasma-discover` in a terminal window?

It opens in all other circumstances, even from the icon in the system tray.
I have attached a video of this happening.
Note: it also removes the notification

We will need more information, because it's not telling us much as is.

Is it possible that it's crashing? Please check coredumpctl and see if there's anything including plasma-discover, although it should be showing kcrash.

Another thing to try is to find your DiscoverNotifier in your /usr and run it from the terminal. In kubuntu it should something like
"/usr/lib/x86_64-linux-gnu/libexec/DiscoverNotifier --replace".

Then try to see if it gives some kind of error.

Either way, it's very likely that it ends up being a downstream issue.

I've noticed the issue with other apps now, so I think it's an issue with Plasma itself rather than Discover.

I've also noticed that it only happens if I have "send notifications" enabled for KDE Connect (currently that's version 1.3.5ubuntu1), so it may be an issue with KDE Connect...

Can you clarify? In what way does it affect other apps? Which apps? Which notifications? What button do you click that does nothing?
