Hmm, this should have been fixed last year by https://cgit.kde.org/breeze-icons.git/commit/?id=a62fbad35018ddcc1d3cd37218597566dfdcab2e. :/

Can you run `rm ~/.cache/icon-cache.kcache`, restart, and then check again?

The icon is still missing after your instructions.

Fixed with the new layout that no longer uses stars in Plasma 5.19.
