SUMMARY
It states that you can create groups and save effects, but as you know this does not apply to the current kdenlive.
Only save effect and create region are here for some reason.
So how to save as an effect group in the current kdenlive? I do not know.

Yes save groups is not implemented so far in the refactoring version. It's on the to do list . https://invent.kde.org/kde/kdenlive/issues/4.
