SUMMARY

https://imgur.com/a/0Id7j6i Here you can see that in different widgets the same 16 × 16 icon in svg format looks different. The correct size displays the widget 6 on top, but at the same time it still takes up empty space for a large icon over the entire width of the panel.

STEPS TO REPRODUCE

1. Add widgets to the panel.
2. Set 16 × 16 icons.

OBSERVED RESULT

All icons are of different sizes.

EXPECTED RESULT
All icons must be the same size.

What happens if you go to System Settings > Icons > Configure Icon Sizes > Panel > raise size to max?

It's up to each individual applet to choose the icon size behavior here, and also to choose whether or not to respect that setting. So there is nothing we can do universally in Plasma to enforce it, but please do feel free to file bugs on individual widgets. Thanks!

In this case, correct at least different icons in the three built-in widgets: launch menu, classic launch menu, application board.  Why do they have different sizes?  These are standard kde widgets.
