SUMMARY
It's not specific to particular versions. I've been feeling that changing layer order and changing parent layer of mask layers in layers docker in krita in general, is very slow, especially : 

1 When it has group layers or/and mask layers or/and filter layers and/or vector layers with many shapes.
2 When the canvs size is big.

It could be natural that the layer operations get slow in those cases, but I hope that you put priority on improving this after the work for 4.3 is done. After all the performance problems have been pretty much solved over the past 2 years, this is one of the very few left that actually affecting my workflow.

To be more specific it's very much about group layers... when layers have complicated group tree I usually get 1,2 seconds of delay when I move those. (even worse when those have mask layers and filter layers in it)
