SUMMARY
There is no choice but to move the select completely with the cursor key, not accepting the operation.
Furthermore, in the effect list, it is impossible to move until the top and last are displayed with the cursor key.
This is due to the inconsistency between the cursor movement and the effect list display, even though there are still items.

STEPS TO REPRODUCE
1.Display the effect list
2. Operate the effect list only with the cursor keys
3. Try moving first and last.
OBSERVED RESULT
The last and top of the item cannot be displayed.

EXPECTED RESULT
Match the display position and the amount of cursor movement so that all items are displayed even with the cursor key movement operation

Thanks for your report! Can you please update to the latest version (https://kdenlive.org/en/download/) and report here whether this is still happening?

If you can still reproduce, please tell us if you are talking about the list of effects "Effects" or the "Effect / Composition Stack". Maybe a screenshot or screen record would be helpful to understand your problem better…
