Since the title mentions Windows 7, what about Windows 10? I'd argue that Windows 7 isn't even supported by MS anymore, so it's questionable whether putting effort into this does make sense... That said, can you start the "Uninstall Okular" with administrator rights? Does it work then? Hm we might require a powershell version that is not available, so that script fails. But I think Windows updates should provide it. Also win7 is eol so I probably won't research it.
