This is an issue with your distro's packaging, not Spectacle itself. Please report it to your distro's packagers. Thanks!

How do I report this issue to distro packagers?

It depends on your distro. Which one are you using?

Magiea 7.1 which sent me to place the bug issue with you and you said its mnot your problem which had me confused about the process. I also searched yesterday for the app designer/programmer and submitted the bug issue you sent me to them.

I'm an end user from hell and my wife is the expert which installed magaeia because she likes it the most and I preferred the old suse before of died out and I went to ubuntu which is easier for me. She said its easy to just take it out completely but I simply want to try to do things myself.

If an app is making a problem or has a bug, then I think everyone involved should be informed of issues with any update an end user might have or encounter.

There is no chance this is a spectacle bug. The error message indicates a conflict between two packages. Packaging is handled by the distro (in this case, Magiea). If the Magiea packagers don't understand this and think it's Spectacle's fault, I don't really know what to say. Maybe tell your wife to let you use a more user-friendly distro. :)
