STEPS TO REPRODUCE
1. In People view, select a people's tag (e.g. "Peter")
NOTE: do not click elsewhere in the tag tree ("Peter" remains selected (highlighted) in the following steps)
2. Drag and drop one face thumbnail of "Peter" to another tag (e.g. Tag of "Jack" people)
3. A popup appears with 2 options:
 - Assign Tag(s) 'Peter' to Item
 - Cancel
-> this is strange because all the faces in that view have already the Tag "Peter". Clicking on "Assign Tag(s) 'Peter' to Item" does nothing (normal).

==> what could be expected is rather "Assign Tag(s) 'Jack' to Item" and then 'Jack' tag is added to Peter picture.
This is precisely what happens if in step 1 you unselect "Peter" tag in the tag tree (click in an empty place).

==> note: what could also be expected is to change face name (e.g. the thumbnail was erroneously tagged with "Peter" while it was "Jack"'s face)
