There is already a d-bus interface (in KWin) you can use to control from widget or other apps. That's what the KCM uses as well by the way. Is there are some comprehensive docs on KDE-related D-Bus interfaces? It was not a trivial thing to find exact methods and I just dug into qdbus to find out.
