We took this page out of System Settings because users were confused by having two pages and user interfaces to do the same thing. Can you describe what about it doesn't work if you use the Audio page in System Settings? Is the microphone not listed as an input device there or something? Moving bug to plasma-pa as that should generally be sufficient to get microphones set up. The original phonon settings are a separate application now https://community.kde.org/Phonon/Releases/Core/4.11.0 so there's no phonon bug here.
