SUMMARY
This last times it happens very often: kdeconnect on Neon often doesn't see KDE connect on Android, so Pc and smartphone doesn't communicate via KDEconnect

STEPS TO REPRODUCE
1. start a KDE Neon session 
2. start Android
3. they don't see each other

OBSERVED RESULT
they don't see each other, even already paired. And even after deleting .config/kdeconnect folder

EXPECTED RESULT
they should recognize each other

SOFTWARE/OS VERSIONS
Linux/KDE Plasma: Neon

KDE Plasma Version: 5.17.4

Recently I had to format my smartphone. Maybe this can explain this strange behavior? I tried uninstalling and reinstalling KDEconnect on Smartphone, but nothing to do...

Same behavior in different PC (with KDE Neon, last release): kdeconnect only works if 1) I open the smartphone and 2) I at the same time do a refresh (kdeconnect-cli --refresh). When I go out and then I return the connection is lost (which is normal) but to reactivate it, it is not enough that you open the smartphone: I have to refresh the PC.
Disistalled e reinstalled several times bot on smartphone and on PC.

with my new smnartphone and (maybe) new kdeconnect releases (both on smartphone and PC Linux) this issue is solved!
