Render Popup message

SUMMARY

Will not render, getting message:

This application failed to start because no Qt platform plugin could be initialized. Reinstalling the application may fix this problem.

Available platform plugins are: direct2d, minimal, offscreen, windows.


STEPS TO REPRODUCE
1. Attempted in new project -  same result
2. Old project -  same result
3. 

OBSERVED RESULT: Message popup stating the above, NO MP4 file


EXPECTED RESULT: I expected a rendered MP4 file, failed before creating one.


SOFTWARE/OS VERSIONS
Windows: 10 10.0.18362 Build 18362
macOS: 
Linux/KDE Plasma: 
(available in About System)
KDE Plasma Version: 
KDE Frameworks Version: 
Qt Version: 

ADDITIONAL INFORMATION: Works fine in release 19.08.2 for both project but not on new release 19.12.0. 

Tried the following: 
  Deleting %AppData% kdenlive folder nothing.
  Making sure qt.conf file exists.
  Installed both standalone and full versions.
  Folder permissions are to all.
  and above mentioned files are in bin\platforms folder.

Please put attached file "qt.conf" into the "bin" folder (the folder where Kdenlive.exe is).

That file already existed with the same values inside but I used yours and there is no difference still not rendering.

Hit CTRL+SHIFT+, (comma) -> environment –> make sure the paths point to the same path as "MLT profiles folder".

I updated the Kdenlive manual with this solution.

When I install kdenlive 19.12.1 for all users (C:\Program Files\kdenlive) and launch kdenlive, it fails to start, instead producing the following error:

Not just rendering fails, but starting the program at all doesn't work.

Adding qt.conf (https://bugs.kde.org/attachment.cgi?id=124624) to \bin\ fixes the issue.

Where is this issue and workaround documented in the manual? I tried searching for qt.conf in the KDE wiki (https://userbase.kde.org/index.php?search=qt.conf&title=Special%3ASearch) with no results. I don't see qt.conf mentioned in https://userbase.kde.org/Kdenlive/Manual either.
