SUMMARY
Inconsistent translations on Windows.

STEPS TO REPRODUCE
1. Use Windows with Russian localization
2. Start Kate
3. Change application language to German (go to Help menu -> Change application language)
4. Restart Kate to apply language change
5. Open Shortcuts configuration dialog.

OBSERVED RESULT
Text is displayed in all three languages, see screenshot. For English text I tried to change a keyboard shortcut to "Ctrl+Alt+Shift+Left" which would be probably different in German and Russian.

EXPECTED RESULT
Everything in German.

I can reproduce this on Kate 21.12.0
