SUMMARY
When using full-screen view, even with "Zoom to Fit" active, images smaller than screen resolution do not zoom in: they take 100% of resolution instead of 200, 300, 400... % 

STEPS TO REPRODUCE
1. gwenview --fullscreen /path/to/file

OBSERVED RESULT
Thumbnail

EXPECTED RESULT
Full screen zoomed to fit.  :-) ;-)

Could you try to:
1. Open "Configure Gwenview..." (Ctrl+Shift+,)
2. Go to "Image View"
3. Enable "Enlarge smaller images"

Is that the behaviour you were looking for? :^)
