SUMMARY
On KDE Neon, the kdewallet manager (v19.8.3 here) returns this error: 

"Documentation not Found
The requested documentation was not found on your computer."

STEPS TO REPRODUCE 
1. Open kdewallet manager;
2. Click on "HELP";
3. Click on "Wallet Manager Handbook" or "What's this".

OBSERVED RESULT
"Documentation not Found..." or Nothing happens.
