SUMMARY
kwin-windowrules skip-taskbar also sets skip-pager. I use kwin on wayland.
Setting skip-pager has no effect.

Setting 

STEPS TO REPRODUCE
1. Systemsettings - Arrangement &access - set skip Taskbar -- force -- yes 
for some window
 

OBSERVED RESULT
The application disappeares from  taskbar.  
The application disappeares from pager.

EXPECTED RESULT
The application disappeares from  taskbar but not from pager

I remember when this was added in https://cgit.kde.org/kwin.git/commit/?id=8a2a00a4ca80d5c64ec9a63bef2f696df15995b2 and https://cgit.kde.org/kwindowsystem.git/commit/?id=6178ab9b400604373129f93b27e5b855957df8f7.

I don't recall whether setting both together was intentional or is a bug though.

This bug was reported against an outdated version of KWin. We have made many changes since the. 
If the issue persists in newer versions can you reopen the bug report updating the version number.
