SUMMARY
When adding an OpenVPN connection, the network manager doesn't store the password supplied, unless using the "Store password for all users (not encrypted)" option.
If selecting "Store password for this user only (encrypted)", then clicking Apply, the password is wiped when navigating away from the current connection.

STEPS TO REPRODUCE
1. Add new VPN via Network Manager > Add new connection > Import VPN connection
2. Input password and username to connect.
3. Choose "store password for this user only (encrypted)"
4. Navigate away from the current connection.
5. Go back to the connection.
6. Password has been wiped from the input field.

OBSERVED RESULT
Password for connections not being saved when selection encrypted. Only as unencrypted.

EXPECTED RESULT
Password should be saved properly on both.

This is most likely an issue in NetworkManager which was fixed recently.

What is your NetworkManager version?
