STEPS TO REPRODUCE
1. open system settings > display and monitor
2. hover over any "Orientation" button
3. 

OBSERVED RESULT
a tooltip appears and disappears after a few milliseconds even if
we do not move the cursor.

EXPECTED RESULT
the tooltip remains visible until the cursor is moved

fix(kcm): give the rotation button tooltips a sensible timeout

Otherwise they time out almost immediately, which is not useful.

5000 seems to be the standard value used in most tooltips, based on
grepping.
