SUMMARY
The Scroll does not work some times in Libreoffice and Evince. In libreoffice does not work after clic in save a document (Without libreoffice-kde5 installed, because is ugly in dialogs windows and tabbed UI). In Evince the problem is variable.

This isn't related to the Breeze GTK theme; we don't affect or have any control over the scroll behavior in these apps, and Libreoffice with the KDE VCL installed does not use the Breeze GTK theme. I would recommend that you file bugs on the apps themselves.
