Hi, I was told in Krita's reddit to report a bug.

This is the bug (explained with images):

I put the version as "unspecified" because there wasn't my krita's version (I'm using 4.2.1, the last one from https://krita.org )

STEPS TO REPRODUCE
1. Select a pixel brush (like the default "u)_Pixel_Art")
2. On brush settings, activate any colour modification (value, mix, etc).
3. Paint

OBSERVED RESULT
If the size is 1 pixel, the clour modifications aren't applied

EXPECTED RESULT
The colour modifications should be applied.

I hope you're not really using 4.2.1, but 4.2.7.1...

I can confirm this for the 4.3.0-prealpha (git 33bc57f) appimage.

As noted by Tiar in the linked Reddit thread, "... Dmitry says it's because of Sharpness option."

If you disable the Sharpness parameter then the colour adjustment (and other parameters) all work with their various control inputs.
