SUMMARY
One feature I am missing from Gnome, is the option to edit globally (system wide) the language formats (regional settings). If you can add either
1) an extra tab at the systemsettings formats kcm to edit the formats system wide
or
2) a "apply system wide" button at the current formats kcm page, similar to the "sync" button of the sddm kcm, which will apply the current formats configuration to /etc/locale.conf (the actual path may be needed to be configurable, since I don't know if all distributions are using the same file).

This is a not a bug nor does KDE have a connection to gnome.

Sorry if I wasn't specific enough, but I wanted this to be a feature request and not a bug. I just mentioned Gnome as a similar UI with the requested functionality. There are other examples as the system config tools of Fedora which integrate in the xfce and mate settings (control panel) which I don't remember how they are called (but I can find them and provide some screenshots if you want me to). However, I believe that a simple "apply system wide" button similar to the "sync" button of the sddm would be the best UI decision.

Just to clarify it, because I got a bit confused by the comments, you are not willing to implement such a feature?
