SUMMARY
Primary horizontal monitor does not "lock" the mouse but instead seems to apply the vertical limitation of the secondary vertical monitor.

STEPS TO REPRODUCE
1. set primary monitor horizontal and secondary monitor vertical, like in a L
2. secondary monitor is extended of primary


OBSERVED RESULT
mount on primary monitor, scroll all the way up, the mouse will disappear.
if you try to drag a long window, you will see the horizontal monitor let you move the mouse up to the vertical monitor limit.

It is like instead of creating a L shaped limit for the mouse, it uses a rectangle that enclose both monitors

EXPECTED RESULT
the mouse stop at the top of the horizontal screen

fixed by deleting the kscreen folder under ~/.local/share; looks like even if I enable/disable the monitors and change the conf, something broken get carried over.

I think proper fix should be to find the problematic configuration and get rid of it at load time
