Summary: If there are programs (like powerdevil) from the "frequently used" list which are not installed, there is blank spot which crashed the program if you hover the mouse over it.

If I hover the cursor over the blank places (between Screen Locking and Display Conf)  systemsettings crashes.

In my case I don't have powerdevil and user-manager. 
If I install powerdevil, the icon appears at the blank space and things work normally.

Filter invalid services in most used model

Otherwise there'll be a blank spot.
