SUMMARY
Cannot edit application menu

STEPS TO REPRODUCE
1. From the Application Launcher --> Edit Applications
2. Select e.g. Internet submenu --> New Item
3. Enter details of application and --> Save

OBSERVED RESULT

Returns the error:

"Menu changes could not be saved because of the following problem:
Could not write to /home/user/.config/menus/applications-kmenuedit.menu"

I can however edit an existing entry. Manually adding an empty text file to the path specified in the error cures the problem

EXPECTED RESULT
New item should save without error.


SOFTWARE/OS VERSIONS
Linux/KDE Plasma: 
This is a fresh install of kubuntu 19.10 with the kubuntu backports repository and Plasma 5.17 installed.
