weston-simple-damage --transform=90

is not rotated accordingly.

best would be if following works* according to Robert Mader (thanks!):
weston-simple-damage --transform=flipped-90 --scale=5 --use-viewport


*means that it should look like weston-simple-damage without any arguments

This was fixed in 5.20
