STEPS TO REPRODUCE
1. open Kate on Wayland session
2. switch to full screen mode by pressing ctrl+shift+f
3. 

OBSERVED RESULT
Plasma panel is still visible

EXPECTED RESULT
Kate covers Plasma panel, like on X11 session.

I can reproduce it.
I guess we don't support proper fullscreen mode at the moment.

It concerns either KWin or Plasmashell.

Seems to be solved in git master for plasma 5.18
