SUMMARY
night color: "times" setting does not respect 12/24hr time choice

STEPS TO REPRODUCE
1. open system settings
2. display and monitor>night color
3. select times
4. only HH:MM is supported and no HH:MM:AM/PM

EXPECTED RESULT
time choice is respected

kcms/nighttime: Finish support for 12-hour format

The KCM supports 12-hour format pretty much everywhere except the time
fields.
