That's not kvkbd, but the QtVirtualKeyboard. I am not sure if its API allows configuring the "window" size, if not I would suggest reporting it Qt developers.

Reassigning to Plasma developers for inspection.

This keyboard comes from Qt; it's the Qt virtual keyboard. In addition we encourage the use of the Maliit virtual keyboard now which is sized differently. Not our bug to fix I'm afraid.
