SUMMARY

kde-add-printer on Fedora 30 fails with "Forbidden" message

STEPS TO REPRODUCE
1. on the command line, type in kde-add-printer --add-printer
2. A window pops up with the message that something is forbidden
3. Looking in .xsession-erros, one sees that kde-add-printer fails to find 
libkdeinit5_kde-add-printer.
OBSERVED RESULT
No added printer

EXPECTED RESULT
Printer added

Windows: 
macOS: 
Linux/KDE Plasma: Fedora linux 30 running KDE Plasma 5.15.5-1 as far as I can tell.  What is "About System" and where can I find it?

Does `kde-add-printer` work if you run it manually on the command line?

No, it does not work from the command line.  It also does not work from the printing gui in the system settings.  Same result for both.
