SUMMARY
In the "Export" drop-down menu of Spectacle there is a "Share" submenu in which there is a "Twitter" option, but all it does is open a new empty window in which you can only click the "cancel" button.

STEPS TO REPRODUCE
1. invoke Spectacle
2. click the "Export" menu, select "Share", and then "Twitter"
3. That's it.

OBSERVED RESULT
Empty window.

EXPECTED RESULT
Twitter form to post a new tweet already populated with the screenshot as image attachment.

Someone on the #kde IRC channel was able to reproduce the bug.

The twitter export has been removed due to being broken and nobody knowing how/caring to fix it
