SUMMARY
"Download the latest pre-release" URL points to old 2018 links.

STEPS TO REPRODUCE
1. Open digikam website 
2. Go to Download
3. go to PreRelease chapter and click on "Download the latest pre-release".

OBSERVED RESULT
https://download.kde.org/unstable/digikam/   
list only 6.0.0 beta release, dated 2018. Nothing really new here ! :)

EXPECTED RESULT
The latest release such as 6.4.0 beta or 6.5.0 beta... :)

These are indeed the alphas / betas for digiKam-6.0.0. What you are looking for is the link to the weekly snapshots. We will soon start the development process to a new major release - digiKam-7.0.0. Only then will there be new alphas / betas versions.

I'm loading latest weekly build. :)

I also suggest to close PreRelease chapter on the webpage as it make low sense to keep such old (6.0) versions available.

Current please wait a few more days with the weekly builds. In digiKam-6.4.0 service relaise we changed a little more than usual.
