a color generator algorithm for generate all KDE Colors classes by Desktop Wallpaper , look like this method :

after changing wallpaper , pick three colors from must bit colors of the new wallpaper for :
-Base   Color (Windows , Menus , Buttons , ....)
-Dark   Color (Panels , TitleBar , ....)
-Accent Color (Active Texts and buttuns and menus ....)

and caculate other colors by light or dark base .
