The headers have been made more visually distinct in Plasma 5.17, which should hopefully make this unnecessary. Created attachment 123075 [details]

However for discussion or amusement purposes, I am attaching a patch that will roughly do what you want if you apply it to the systemsettings repo.
It's not the right way to achieve this, but does show what it would look like. If we wanted to do this, I would want it made an optional property of the Kirigami BasicListItem.
