SUMMARY

After Okular is installed, there's no start menu entry and the user has to navigate to install_folder/bin.

STEPS TO REPRODUCE
1. Install 
* https://binary-factory.kde.org/job/Okular_Nightly_win64/lastSuccessfulBuild/artifact/okular-master-148-windows-msvc2017_64-cl.exe
2. Open the start menu and search for Okular

RESULT

Nothing found but the downloaded *.exe installer

You probably want to use the version from the Microsoft Store, remember that stuff from the binary factory are nighlties and not really really for end user consumption.
