SUMMARY
When using Krita neutral color scheme, the welcome screen has some inconsistent colors - 

1) Recent Document section scroll bar is still dark
2) The icons are inactive at this stage , and due to that they are same gray as background making them invisible, see tool box and top undo and redo icons
3) The background of the new section is still black

STEPS TO REPRODUCE
1. Open Krita, but don't Open any document
2. Change the Krita user interface theme to Krita Neutral, from Settings > Themes > Krita Neutral

It looks like some of the color issue just has to do with theme changing, not necessarily the theme itself. 

A few areas that have a dark theme just aren't updating with a theme change.

The disabled icon is interesting though which might be a separate issue. For example all the tools on the toolbox are completely invisible when I start Krita with the neutral theme.

The icons appear after you open a document. So it must be that they are in inactive state and that is making them invisible
