SUMMARY
Basically the issue is when you have so many icons on your desktop that the view has to scroll, when you delete files/folders to clean (make room) and need to drag the out-of-view icons back into view, the last column of icons (or the last icon) won't drag back. It just snaps back into the last column and the scrollbar remains.

STEPS TO REPRODUCE
1. Add a whole bunch of files to the Desktop so the scrollbar appears
2. Delete some of the files.
3. Scroll to the end of the Desktop icons and try to drag those icons back. Yes,  I know you can auto-arrange, but I have a custom order.

OBSERVED RESULT
Any of those last icons, specifically in the last column will drag, but will snap back to that last column.


EXPECTED RESULT
The icons should be able to be placed wherever needed and if there are no more icons beyond the scroll view, the scrollbar then goes away.

Seems to be fixed now in Plasma 5.27, probably by porting it to a newer scroll view implementation.
