SUMMARY
When changes are made to Boot Splash Screen it uses the normal Apply button and not the one with a key on it. It does not mention that it needs authentication, which, for example, Login Screen (SDDM) does.
Very minor issue.

STEPS TO REPRODUCE
1. Go into System Settings.
2. Go into Startup and Shutdown/Boot Splash Screen
3. Download a theme and look at Apply button. (I used WindozeXP.Plymouth)

OBSERVED RESULT
It appears as a non greyed-out regular Apply button.

EXPECTED RESULT
It should be a non greyed-out root-required Apply button.

SOFTWARE/OS VERSIONS
Linux: 5.0.0-27-generic
KDE Plasma Version: 5.16.80
KDE Frameworks Version: 5.63.0
Qt Version: 5.12.3
