SUMMARY
Properties window for Local Selection should be disabled

STEPS TO REPRODUCE
1. Create a local selection layer
2. Right click on the newly created layer
3. Click properties

OBSERVED RESULT
It is doable because the Properties context menu is enabled

EXPECTED RESULT
The context menu should be disabled. There is no properties window, and clicking on it does nothing

Confirming this on my Windows 10 device with Krita 4.2.6. When you select "Properties", right now nothing happens. It either needs to be disabled, or the properties dialog needs to appear with any information it has.
