STEPS TO REPRODUCE
1. open system settings > application style > gnome/gtk application style
2. select "Jump to mouse cursor position" radio button
3. click on "Apply" button
4. open Chromium or Opera or Vivaldi browsers
5. go to https://kde.org/announcements/kde-frameworks-5.61.0.php
and test the just applied setting by clicking on the scroll bar

OBSERVED RESULT
"Jump to mouse cursor position" does not work, the browser behaves as if "Scroll one page
up/down" was still selected

EXPECTED RESULT
"Jump to mouse cursor position" works

Operating System: Arch Linux

Qt Version: 5.13.1


ADDITIONAL INFORMATION
"Jump to mouse cursor position" works with Gedit text editor and Firefox.

Yeah, this not a bug in the KCM. Please report it to the Chromium folks and ask them to respect the GTK setting for their custom scrollview implementation.
