SUMMARY


STEPS TO REPRODUCE
1. Save the Gain effect with the desired value under the name "MyGain"
2. Click the "Show all custom effects" button on the effects panel
3. select Video clip with sound (grouped) on the timeline
4. Click 2 times on MyGain in the effects panel

OBSERVED RESULT
The effect will apply to the video clip and not to the sound clip and will not affect the volume.

Yes, a bug made all custom effects incorrectly categorized as video effects, making custom audio effects unusable. Should be fixed in 19.08.1 released this week.
