Can you point to some rule book where it actually says that is a win and not a lose? I don't have a clue. Mahjongg is typically a multiplayer game, so I couldn't find anything relevant to this implementation. So maybe a configurable option? It's infuriating when it happens and doesn't make much sense since pieces are removed one by one. The game is created in a way that it is always solvable. Finding that way is the (only) challenge.
