Plasma in general moves to KProcessList and in that way the SysGuard dependency is all dropped. Latte can use that migration for app/wm/tasktools.cpp file as was presented through: https://phabricator.kde.org/D23185

Take note of course that KProcessList was introduced in KF5>=5.59

As a mid-step it is a good idea that when Latte is built with KF5>=5.59 then KProcessList is used
