SUMMARY
Plasma "Application Launcher" doesn't stretch with Alt+right click. NOTE, this is the default Application Launcher menu, not the Fullscreen App Dashboard. I could not find "Application Launcher" anywhere. Please move this to the appropriate place.

STEPS TO REPRODUCE
1. Click menu to open.
2. Find blank area (like the top) to hover cursor over
3. Hold Alt+Right click mouse and drag to stretch menu size

OBSERVED RESULT
Doesn't stretch

EXPECTED RESULT
There was a glitch a few months ago where this was happening with the Notification panel also, but that has since been fixed. I believe it used to work in 5.12.

Thanks for the link.

It doesn't seem to say /why/ its intentional (only to copy Kicker). I can not have more than 7 visible favourites, but i have nearly double the vertical space available - i wouldn't mind using one or two more rows for my favourites.

What's the rationale behind it? Why is it ok (i'd say necessary, so thankfully that got fixed) for the notification area and not Kickoff?
