SUMMARY
I downloaded kdeconnect-kde-master-108-windows-msvc2017_64-cl.exe artifact from KDE binary factory. When I try to run kdeconnect-indicator.exe the process is started and is visible in the process explorer, however no tray icon is shown and my phone says there are no available devices (can't connect by IP either).

When I manually start kdeconnectd.exe manually my PC shows up in mobile application, however every pairing request times out.

I have the same issue, but I was able to work around it by first installing the https://binary-factory.kde.org/view/Windows%2064-bit/job/kdeconnect-kde_Release_win64/ (so not the nightly) and pairing my phone that way. After I reinstall the master version, I still don't get any indicator (while I see the indicator process is running), but I do see notifications, have remote control,...
I can also use the kdeconnect-cli app to send commands to the phone

try latest successful nightly build from factory, it should work fine.
