SUMMARY
Scrolling mouse don't work correctly. If i move wheel of mouse quick, the scroll  
just progress. If have that move scroll slow for that this to move.

Are you saying that no scrolling happens when you move the wheel quickly?

Yes. The scrolling gets stuck or makes small leaps if i move the wheel quickly.

I can record it if you want for that you can view.

Very strange. There's nothing in the KCM that could be causing this. Please report upstream to Libinput: https://gitlab.freedesktop.org/groups/libinput/-/issues
