This is "Active screen follows mouse" setting was off. But the presence of setting itself is questionable as well as its default OFF value. Actually "Active screen follows mouse" is not the solution because I want to switch screens by keyboard shortcut and I want windows placed correctly. Is this happening on X11 or Wayland?
